For Romanian literature and other culture you should subscribe to the magazine called
Plural which comes out quarterly (?), and contains masses of information, including short-stories and excerpts from novels. Website:

But as with many things Romanian, it is not always easy to find clear subscription information, in English. If you do manage to get hold of copies of the mag, it is nicely produced, though the English is sometimes a bit weird.
As for the project described on the Complete Review, i.e. the
Observer Translation Project, it looks more like a scam to me to get hold of subsidy money, then do nothing. They trumpet loudly what they are
going to do, but their website is inadequate, and virtually none of the links work. The project is indeed "very promising" in that they are certainly promising things, but have only managed to promote the works of one (!!!) author so far:

Let's hope I'm wrong, and that their launch in September will be a success. It strikes me as better to start a website with a big splash, rather than leak out things via a blog in dribs and drabs.
