Getting rid of question-marks?

In many titles, since the website has been recently revamped, the diacritical marks (accents, to you) in the titles of numerous threads have been replaced by question-marks. This doesn't look good. Could the administration, over time, get rid of the question-marks and replace them with the proper accent, which is obvious in most cases?

Or is this simply that my computer is not reading the information properly and showing the accents wrongly only to me?

It was the the transferring of data from one database to another when I upgraded the site, I think. The destination wasn't a unicode system, although it is now. I am going through older records and updating question marks in thread titles as I find them.
